How do you scope a project when we are not sure what we want?

That is the normal starting point. We begin with a conversation about the problem, not the software: what is slow, what breaks, what someone does by hand every week. From that we come back with a scope, a cost, and a timeline, and you decide whether to go ahead.

Do we own the code?

Yes. What we build for you is yours, including the source code. We can host and maintain it as an ongoing service, but you are never locked in.
